The foreign policy of the United States is surely the one most subject to the whim
    
of view, American presidentialism reaches its highest point, with a weak and in-
consistent counterweight to Congress. More than with any president of that coun-
try —as far as it is remembered— Mexico has had before it a true hieroglyph,
almost impossible to decipher. In this case, the personality factor has been imposed
on that of the role of president, with all the distortions that it entails for the local

political system and for its diplomacy with the world and the bilateral relationship
with Mexico in particular.
