RESUMEN: LA INTERACCIÓN ENTRE LOS INDIVIDUOS ES LO QUE ESTABLECE LA TRAMA DEL
TEJIDO SOCIAL QUE A SU VEZ TIENDE HACIA UN EQUILIBRIO COLECTIVO. EN ESTE SENTIDO,
MÉXICO SUFRE DE UN PROBLEMA DE CONDUCCIÓN POLÍTICA EN LA REPRESENTACIÓN Y
ADMINISTRACIÓN DE LOS RECURSOS PÚBLICOS, ASPECTO QUE SE HA AGUDIZADO A PESAR
DE SE HA LAS REFORMAS ELECTORALES RECIENTES; LA REALIDAD ES QUE CARECEMOS
DE MECANISMOS PRÁCTICOS DENTRO DEL PACTO FEDERAL QUE PROMUEVAN EL SERVICIO
PÚBLICO COMO UN EJERCICIO DE SERVICIO A LOS DEMÁS.
A PARTIR DE ESTA PREMISA, EN EL PRESENTE ARTÍCULO SE PROFUNDIZA SOBRE LA
NECESIDAD DE UNA REFORMA POLÍTICA QUE DÉ LUGAR A UNA REGULACIÓN MÁS EQUITATIVA EN
LAS RELACIONES ENTRE GOBERNANTES Y GOBERNADOS, BASADA LA MODIFICACIÓN DE DIS-
POSICIONES CONSTITUCIONALES DE LA ESTRUCUTRA POLÍTICO-ELECTORAL DE MÉXICO, ES-
PECÍFICAMENTE DEL ARTÍCULO 41, QUE ESTABLECE LAS BASES PARA LOS PARTIDOS, LAS ELEC-
CIONES Y LOS MEDIOS DE IMPUGNACIÓN; EL ARTÍCULO 116 QUE SE REFIERE A LAS ENTIDADES
FEDERATIVAS Y EL 122 AL DF; ES DECIR, SE TRATA DE UNA PROPUESTA DE REFORMA QUE BUSCA
CAMBIOS CONCRETOS COMO ES UNA MAYOR PARTICIPACIÓN CIUDADANA EN LA CONDUCCIÓN
POLÍTICO-SOCIAL DEL PAÍS; EL LOGRO DEL TRÁNSITO DEL CONTROL PARTIDISTA DE LAS ELEC-
CIONES AL CONTROL CIUDADANO; TRANSFORMAR LOS DISTRITOS ELECTORALES EN CASAS DE
LA DEMOCRACIA; AMPLIAR LAS COMPETENCIAS DEL TRIBUNAL ELECTORAL DEL PODER JUDI-
CIAL DE LA FEDERACIÓN; SUSTITUIR EL FINANCIAMIENTO PÚBLICO DE LOS PARTIDOS POLÍTI-
COS POR LOS APOYOS DIRECTOS DE RECURSOS MATERIALES Y HUMANOS; TERMINAR CON
LA BASURA ELECTORAL Y SUS ALTOS COSTOS; PROMOVER LA CALIDAD EN LAS CAMPAÑAS
POLÍTICAS; CORRESPONSABILIZAR A LOS MEDIOS DE COMUNICACIÓN EN LA DIFUSIÓN DE
PLATAFORMAS ELECTORALES, CANDIDATURAS Y PROPUESTAS; E INCORPORAR AL SISTEMA
DE PARTIDOS LA FIGURA DEL PROGRAMA COMPROMISO PARA FORTALECER LAS RELACIONES
ENTRE GOBERNANTES Y GOBERNADOS.
Abstract
Interaction among individuals is what establishes the social weaving that in return tends to a collective balance. This way, Mexico
service as an exercise of service to others.
From this premise on, this article deepens on the need of a political reform to set forth a more equal regulation among
larger citizen participation in the political and social direction of the country; the successful transit from party-controlled elections
to ones controlled by the citizens; the transformation of the Electoral Districts into Homes of Democracy; the expansion of the
parties for the direct support of material and human resources; the end of electoral garbage and its high costs; the promotion of
quality within political campaigns; the shared responsibility of the media in the dissemination of electoral platforms, candidacies
and proposals; and the incorporation to the party system of the commitment program in order to strengthen the relations among
rulers and those who are ruled.
