RESUMEN
Iniciando el siglo XXI, en la Asamblea General de
Naciones Unidas se hizo eco del défi cit del agua
en el planeta e incluyó el tema entre los Objeti-
vos del Milenio. Desde entonces existe una pug-
na entre intereses privados, que disfrutan de
una renovada jerarquía a raíz de la globaliza-
ción, y las posiciones soberanas que mantienen
el origen público del recurso y la imposibilidad
de su comercialización. Esta posición ha sido
respaldada también por pueblos originarios.
Las líneas que siguen muestran estos intereses
divergentes y la necesidad de buscar puntos de
contacto para un desarrollo sustentable.

ABSTRACT
At the beginning of the 21st century, the United
Nations General Assembly echoed the lack of
water in the planet and included the subject
among the Millennium Goals. Since then, there
is a latent confl ict between private interests
who enjoy a renewed hierarchy following the
Globalization process, and the sovereign posi-
tions who maintain the public origin of the re-
source and the impossibility of its commerciali-
sation. This position has been also endorsed by
native peoples. The following lines show these
divergent interests and the need to fi nd contact
points for a sustainable development.
